Is singing a skill that can be learned the same way as other motor skills?

In your podcast you talk about musical instruments but singing is vastly different from it because you can't see or feel the muscles that sing in real time I.e. the vocal chords, the muscles around vocal chord. The only thing you can really feel are sensations and stomach pressure. And then it is all about ear training your brain to recognuse correct pitch, establish coordination between brain and vocal chords to make the vocal chords produce the right pitch and a lot of other stuff like tone, vocal chord strength, flexibility of vocal chords, so that they can be agile and on pitch with strength. But vocal chords are controlled by a lot of tiny muscles around it and we can't see or feel the vocal chord or the muscles. We can only learn it through ears, repetition, finding the right vibrations in parts of body and nasal cavity. So can it be learned like other motor skills? If yes then how do you concentrate on one feature when every feature exists because of lots of other features that need work?
